Rust is a chemical stain. No amount of pressure will move it, and trying usually damages the surface first.
The orange staining that appears on concrete and siding around here nearly always comes from one of three places: irrigation water with a high iron content, fertiliser containing iron sulphate, or a metal object left sitting on the surface long enough to bleed.
All three are treated the same way — with a rust-specific product applied to the stain and given time to react, then rinsed. It is chemistry, not force. Pushing pressure at a rust stain etches the concrete around it and leaves you with a clean patch that still has an orange mark in it.

Will the rust stain come back?
Only if the source is still there. If an irrigation head is throwing iron-rich water at your driveway every other morning, the stain will return regardless of how well it was removed. Adjusting the head is the actual fix, and we will point out where it is coming from if we can see it.
